Police have to have the workers available at the time. Noise is pretty low down in the complaints register - emergencies are put to the top of the list every shift. If too many police are taken up by those you'll have to wait longer due to too many police being made redundant through the years. You are better getting in touch with the police for any help on this one. They'll very likely be a good help to you. As for being safe while taking your dog out we just make sure our dogs are on their leads all the time. One of ours slips her collar easily so I use a choke chain for her.
