Can you just come and pay to go in
You can pay on the gate but not always guaranteed a spot if the pool is busy. With quieter times you shouldn't have a problem though just turning up.

I am not sure but I'd believe not as your old enough to go swimming at most pools at that age

Two non swimmers max with one parent, I think. If the 12 yr old is a good swimmer you should be OK. Website is People and Places. They run the lido for Wandsworth.
The phone number for this facility is not up to date and nothing is listed on the actual website nor are up-to-date opening hours. Does anyone know how to speak to a person to Tooting Lido reception - I'm not able to go there during the opening hours
From Oct-April the Lido is open for members only and only then from dawn until 2pm. Reception is not manned AFAIK. The facility and bookings for the spaces that can be hired etc is run by Places for People at Balham LC. The South London Swimming Club (SLSC) also manage some aspects of the Lido.
Are there facilities for disabled swimmers? Parking, steps into the pool, etc
There is a short walk from the car park but there are easy steps into the pool, a special shower and the changing cubicle nearest everything is reserved for those most needing it too. A great pool. It is only open to members in winter but you can visit or join. It is a friendly club. Hope to meet you there one day.
Is there lockers
The have small valuable lockers in the reception but these are very small (would fit phone wallet and keys but not a laptop) so you just ask them to take your stuff and they give you a key
Do we need swimming costumes is it necessary or we can wear our own clothes in the water
You can wear whatever you like but it has to be something like boxer and a t shirt I don't think they allow shalwar qamees
