This is a question you should be asking an immigration lawyer. I am not an immigration lawyer. The answer depends on how they entered the UK (visa, right to enter, right to remain until), because that will determine whether they had just one right of entry or whether they were allowed multiple entries. However entry clearance is ALWAYS at the discretion of the Immigration Officer at the airport. I can't say for sure but it seems very likely that they would look at the situation and deny entry (assuming a six months visa, with multiple entry, that now only had 3 weeks remaining). Talk to an immigration lawyer.

It is a perfectly standard procedure that has always been in place, so no-you are not the only one that has had their case extended, rest assured. If the letter that was given to you does not specify the need for you to submit any further evidence then all that you can do is wait. This can take weeks or months. There is no exact timescale as each case is unique and is considered on it's own merit.

You need to apply on a 'TOC' form for a 'Transfer of conditions' application. You must first obtain your new passport bearing your new name before submitting this application. You will also need to submit evidence for the reason behind your name change (e.g. a marriage certificate, a change of name by deed poll certificate, etc.).
