Yes, provided they're not burning anything that violates the environmental regulations such as plastic, rubber etc
If you're having problems with this I highly advise you try to tackle the problem as civilized as possible before going through official routes, as there's not much the council can do, especially if the land/house is privately owned/rented, try giving them a knock at the door, say hi, introduce yourself and tell them you're having problems with it, you'll be surprised at how many people who don't want to annoy their neighbours.
If the neighbours house is rented from the council (or the housing associations that bought out most of the council houses) then you can go through a complaints procedure, asbo would be their main route
