West Lancs refused to take our garden waste bin last week. We were away on holiday. They placed a yellow sticker on the bin outlining that we had refused to pay the garden waste fee. When we checked our outgoing account, low and behold, west lancashire county council had indeed received payment for the garden waste. Disgusted !!!
